The concept of global information society (GIS) Encompassed the development and integration of high speed network, and a set of core service and application and collaboration in digital format into global integrated network capable of seamless delivery. Underlying the notion of information infrastructure, is the fact that all information flows will, from the view point of transmission, be differentiated. With the vision of the global Information Society include promoting dynamic competition, Encouraging private investment, defining an adaptable regulatory framework, providing open access to network, ensuring universal provision of and access to services, promoting equality of opportunity to citizen, promoting diversity of content which including cultural and linguistic diversity, recognizing the necessity of world –wide co-operation with particular attention to less developed countries , The development of an information society is expected to have beneficial impacts on all of the aspect life and society, including individuals, government, and business such as to stimulate the developing programs, the growth of productivity, create a new idea.
To review and look at the reform model and new challenges of global information society for the global development and suggest alternatives for meeting the reform model and new challenges which can prepared for bringing new better life, however discussions concerning the building of reform a Global information society is one of tool the global development and create sustainable competitive advantages.
